South Burlington\u00a0\u2013\u00a0The University of Vermont and the City of<\/div>\n
South Burlington\u00a0today announced a joint\u00a0study to consider the feasibility of constructing\u00a0a multi-purpose arena\u00a0on a site in South Burlington.<\/div>\n
As\u00a0envisioned, the arena would provide a high quality venue for UVM athletic\u00a0events\u00a0and other University\u00a0programs,\u00a0as well as<\/div>\n
concerts, family entertainment like Disney\u00a0on Ice and\u00a0could\u00a0serve as a site for\u00a0conventions and trade shows.<\/div>\n
The arena\u00a0would also serve as an\u00a0important recreational\u00a0facility<\/div>\n
for City\u00a0residents.<\/div>\n
\u201cUVM has been pursuing\u00a0the creation\u00a0of a Multipurpose Events Center that would serve the\u00a0recreational, events, wellness, and athletic needs of the University and the community for nearly 2<\/div>\n
decades,\u201d noted Tom Gustafson, UVM Vice President for University Relations and Administration. \u201cWe\u00a0haven\u2019t yet found away to get this done,\u00a0and this approach represents a\u00a0new approach\u00a0for the<\/div>\n
University to reach its goals. We think\u00a0it may\u00a0be an exciting and<\/div>\n
innovative solution that could be a win-win for the University, the local community, and the entire State of Vermont.\u00a0We will find out through\u00a0this process in the months ahead.\u201d<\/div>\n
\u201cSuch a multi-purpose arena would provide significant benefits beyond UVM\u00a0and the City of South\u00a0Burlington,\u201d said Kevin\u00a0Dorn, City Manager of\u00a0South Burlington.<\/div>\n
\u201cA multi-purpose arena can\u00a0serve as a\u00a0powerful economic stimulus to the whole region and be a high quality venue that all Vermonters can\u00a0enjoy.\u201c\u00a0We believe the City can provide a site and\u00a0a significant component\u00a0of the needed\u00a0financial\u00a0resources to\u00a0construct\u00a0an arena without asking our\u00a0property taxpayers\u00a0for support\u201d continued Dorn.<\/div>\n
UVM Associate Vice President and Director of Athletics Bob Corran expressed the need for such a facility\u00a0for Intercollegiate Athletics. \u201cUVM is a high quality Division 1 program with a strong emphasis on the\u00a0student-athlete and the educational and competitive experience that they have here. It is no secret that\u00a0our basketball and hockey venues are in need of significant improvement, and this facility could prove to\u00a0be a viable\u00a0and exciting\u00a0solution to that problem,\u201d Corran stated.<\/div>\n<\/div>\n<\/div>\n

The feasibility study will\u00a0be conducted by a joint Staff Working Group comprised of UVM and City\u00a0officials with expertise relevant to the project.\u00a0President Tom Sullivan will appoint a team from the<\/div>\n
University and Dorn will appoint staff from the City.<\/div>\n
The feasibility analysis will make significant use of\u00a0and build on<\/div>\n
at least two prior\u00a0arena\u00a0studies conducted by UVM and the State.<\/div>\n
The\u00a0analysis\u00a0will focus\u00a0on a model\u00a0in which\u00a0the arena\u00a0is\u00a0owned by the City of South\u00a0Burlington\u00a0with UVM\u00a0having guaranteed\u00a0access\u00a0for their schedule of events.<\/div>\n
As\u00a0envisioned, the arena would seat 5,000 for\u00a0athletic events and as many as 6,000 for concerts. These numbers will be vetted against current and\u00a0projected market demand.<\/div>\n
UVM and the City would work together to identify funding sources<\/div>\n
other\u00a0than local property taxes\u00a0to build and operate the arena.<\/div>\n
Potential sites for an arena include the\u00a0current site of the Rick Marcotte Central School and\u00a0the\u00a0University Mall property.\u00a0Both sites are within City Center\u00a0and other sites may also be<\/div>\n
identified and\u00a0evaluated during the project.<\/div>\n
It is important to note that the Central School site is owned by the South Burlington School\u00a0District.\u00a0The\u00a0School Board is currently conducting \u201cdue diligence\u201drelated\u00a0to the possible sale or transfer of the\u00a0property to other ownership and replacing that educational capacity with new facilities.\u00a0Maintaining\u00a0separation between the School Board\u2019s due diligence process and the\u00a0arena project\u00a0is important and so\u00a0School District staff will not participate in the Working Group.<\/div>\n
The Finard family,\u00a0owners of\u00a0the University Mall,\u00a0is planning a significant\u00a0mixed-use\u00a0redevelopment of\u00a0their\u00a0property into\u00a0a live-<\/div>\n
work-play environment. As such,\u00a0this is the perfect time to be considering\u00a0the\u00a0construction of an arena\u00a0on\u00a0their site.<\/div>\n
Todd Finard, who represents the family in the redevelopment<\/div>\n
project has\u00a0approved\u00a0the\u00a0inclusion of their site in the\u00a0analysis.<\/div>\n
Importantly,\u00a0both sites to be considered are\u00a0a\u00a0very\u00a0short walk from the University campus\u00a0and will be\u00a0surrounded by\u00a0other amenities once City Center\u00a0begins\u00a0build-out.<\/div>\n
The proposed sites reinforce goals for\u00a0the state and region beyond the utility of a multi-purpose arena to include honoring smart growth\u00a0principles and locating public facilities in accessible areas well<\/div>\n<\/div>\n<\/div>\n
served by public infrastructure.<\/div>\n
\u201cSiting an arena of this size in the area we are discussing will provide a very important anchor to support\u00a0the buildout and ultimate success of\u00a0South\u00a0Burlington\u2019s long-planned \u201cCity Center\u201dsaid Dorn.<\/div>\n
\u201cThe\u00a0creation of our\u00a0own\u00a0downtown\u00a0has been\u00a0a\u00a0central\u00a0component of<\/div>\n
South Burlington\u2019s Comprehensive\u00a0Plan for over 30 years.\u201d<\/div>\n
The\u00a0study will address\u00a0location, design\u00a0needs, program, financing, scheduling, operations, legal issues,\u00a0construction\u00a0options, oversight, sponsorship\u00a0opportunities, public financing sources, general layout<\/div>\n
options\u00a0and other issues as they arise.<\/div>\n
The\u00a0analysis\u00a0will begin immediately\u00a0with a report expected<\/div>\n
back\u00a0to the President and\u00a0City Manager by August 15, 2016. The report will then go to the\u00a0UVM\u00a0Board of\u00a0Trustees and the City Council, respectively\u00a0to determine next steps.<\/div>\n
Any recommendation by the City of South Burlington to construct such an arena will be fully vetted\u00a0through an open public process<\/div>\n
similar to other large public design processes.<\/div>\n
